[Tinyos Core WG] Blink-fail

On the telecon today Konrad mentioned the Blink-fail application which 
the Safe TinyOS documentation suggests that users create on their own. 
This application is a slight hack to Blink that executes a memory safety 
violation after a few seconds.

Anyone object if I just add this to apps?  Or maybe apps/tutorials? 
This app will be referenced in the eventual Safe TinyOS TEP.
