[Tinyos Core WG] TEP 114

Adam,

I've attached an updated version of TEP 114. It could probably still  
use a careful read-through pass, which I'll do. I mostly wanted to get  
your feedback on the major changes:

o I removed all interfaces where are not in tos/interfaces or which do  
not have a user/provider in the TinyOS tree. This leaves us with Read,  
Get, Notify, and ReadStream.

o I added the table as one reader recommended.

o I tried to clean up the language on error_t values and what they mean.

o I added an Implementation section.
