[Tinyos Core WG] tools

I'm still working out dependencies and creating 'dummy' packages that
resolve those dependencies and/or pull in all required packages, but
the most important packages are packaged up and in the tinyos debian
repository.

Of course the easiest way to get these installed is to set up a link
to the repo and run apt-get, but if you want to grab them individually
you can do it from here -- also handy if you want to pull each package
off individually and run 'alien' to install it as an rpm or just
extract the contents of it and do what you want with it.

Either way, there it is, ncluding the avr stuff for Jan.
