[Tinyos Core WG] [Tinyos-devel] Debian package dependencies

Changed one set of dependencies so that none of the other packages
depends on the 'tinyos' package. Installing the 'tinyos-required'
package will now pull in all support tools for tinyos, while
installing the 'tinyos' package is standalone. Of course 'tinyos'
depends on tinyos-required being installed, but not vice versa. This
way you can have all the tools installed by adding the
'tinyos-required' package and then work with them in a tinyos-2.x cvs
tree without ever pulling in the 'tinyos' package that installs in
/opt/.
