[Tinyos Core WG] Application code checks

Notes are up on wiki. I made a few tweaks to a few apps so they could  
pass.

AntiTheft: PASS
   Both apps meet TEP 3
   Changed AM values to meet TEP 4 (180, 181, 182)
BaseStation: PASS
   Removed README, kept README.txt
   Changed README.txt to point to docs.tinyos.net for SerialForwarder

   Meets TEP 3, 4
MViz: FAIL (notes on wiki)
Null:   PASS
tests/TestAdc:  PASS
tests/TestFTSP: FAIL
   README -> README.txt
   rx_timestamp -> rxTimestamp
   Fixed indentation on configuration
   Changed AM type to be compliant with TEP 4
   *Violates TEP 3: FTSP -> Ftsp*
