[Tinyos Core WG] packet time stamping/sync TEP drafts

I'm sending out the revised drafts of the  packet time stamping/synch
TEPs. 

 

Changes:

-          HAL requirements removed

-          TEPs specify interfaces and the corresponding functionality,
avoid implementation details (e.g. that timestamps are stored in the
message_t metadata, or that an SFD interrupt should be used)

-          interfaces parameterized by precision and width

-          changes in interface/function names

-          event_time is the last parameter of TimeSyncAMSend.send

-          added a new implementation guidelines section that describe a
possible packet-time-synch-over-packet-time-stamp implementation

-          few changes in wording

 

I'm looking forward to your comments and suggestions.
