[Tinyos Core WG] INTEL-LICENSE.txt file

The 1.x tree had an INTEL-LICENSE.txt file at the top level, which
basically contains Intel's version of the BSD license. It's there so
that the files in the tree can have an abbreviated copyright message
(which just refers to INTEL-LICENSE). I just noticed that that file is
missing from 2.x (only 4 years later ;-)) - it would make sense to add
it (as it's still referred to from many files).

The question: should I add it at the top level like for 1.x, put it in
doc, or create a new licenses top-level directory? (having a central
collection of all the licenses that apply to 2.x files would make
sense...)
