[Tinyos-8051wg] 0.1pre2 relased w. Cygwin, SDCC and IAR support

Hi All.
The second release (0.1pre2) adds the following capabilities to the
compile environment:

      * Native Windows support through Cygwin
      * SDCC support. SDCC is a free open source C compiler.
      * IAR Workbench support. IAR is a commercial 8051 compiler.
