Comments on TEP 120

Overall I think it says what we want.

The last par. of section 2 is not clear about IP  (at a minimum we 
should point to
section 7) and/or make this par. clearer.

When we say that technical directions should be based on consensus ... 
exactly what
is meant?  How do we know we have consensus?  Is there some process
or does it just "happen" implicitly?

Should we expand section 4.3 regarding the Board of Directors?   We know 
more about this
now.

In section 5, do we include how an institutional member or contributing 
member
pays their fees?   At the end of this section when we mention IP and we 
should
again point to section 7.

sect 7 - how does one disclose the IP?  Do we need some standard mechanism
so someone can't complain that they didn't see the disclosure?
