A few weeks ago, we discussed possible shepherds for TEPs that the
core WG has submitted for review. In the discussion, Philippe Bonnet
came up as a possible shepherd for 116. Given that he's already
shepherded a TEP (102: Timers), which has been a long and rough road,
I thought it might be nice to give him a break. How do people feel
about asking Rodrigo Fonseca to shepherd 116?

TEP 116's title is "Packet Protocols." It's about the basic
communication interfaces, such as receiving and sending packets. I
thought Rodrigo might be a good shepherd because he was chair of the
net2 working group (after me and before Om) and has written many
TinyOS protocols and systems (BVR, Flush, NLA, CTP, etc.).
