Folks,
   I'm forwarding a request from Net2.  I would like to see this group 
take on a more demanding charter.  I'd like to see it worded so that it 
suggested a willingness to draw reference implementation in, not just to 
"develop their own".  But I do think there needs to be a place where 
supported protocols get built.  It will provide a way to nail some 
things down like compatible packet formats.
