The following types of TEP exist:
  Doc - Documentation of a practice for which at least a reference
         implementation exists.
  Exp - Experimental proposal.  No implenentation exists.
  BCP - Best Common Practice.  Suggestions and requirements for writing
        code and documents in TinyOS.

TEP #s 1-99 are reserved for Best Common Practices and other procedural
issues.
TEPs documenting actual designs begin at 101.
