Of course not. Now all developers have access to HEAD, and DEVEL will be
kept closed but still around for the logs.

Isn't that what we had until now? Having a separate "stable" branch on CVS
is not needed in my view and only complicates things. We have releases for
that. Plus developers tend to leave the repository in a consistent state, so
checking out directly from HEAD should not scare even less-experienced
users. Having said that, I am all for moving over to SVN. During the last
telecon I asked the same question about the relative merit of access control
vs. the benefits that SVN offers. The conclusion was that maybe the alliance
group might want to sound off on this.

Well, they are still constrained by the SourceForge policy. Maybe we should
point this out more clearly in the documents.
