That sounds like a necessary first step. Another few would be to have
a release policy that requires some bug-related criterion (ie no
outstanding bugs of severity > X) to be met before releases, having
pre-release bug-scrubbing periods where the tree is only open to fixes
of documented bugs, and keeping track of resolved bugs in release
notes.
