Yes, exactly. The TestNetwork, MViz, and MultihopOscilloscope apps  
use it to decide whether a node is a base station.

Good question. I think the best fit would probably be 116. If you're  
not communicating, it's not very important... core is at 112/3 right  
now, so 116 should be (reasonably) soon.
