1) Get agreement from the person in core who maintains the Python SDK.
2) Work with that person to make sure that your code works with all
of the existing applications/tools. For Python, this basically means
TOSSIM.
3) Agree to support and maintain the code for at least a year.
The current code is a hacked up version of an older version of the
Harvard Python stack (to support network types) that I checked in a
year and a half ago. I'm happy to let you replace it. So you're all
clear for 1).
