Let's worry about what the right thing is, rather than whether the  
current Deluge implementation will break.

I think it makes sense for a self-update to signal a change event. It  
might be that component A makes an update, but more components than  
just it care about when updates occur.

If there's consensus, this behavior should go into 118 as well as the  
interface and Drip/DIP should be updated to follow it.
