The question to ask is, "What TEP is affected by this update to the  
CC2420 code?"

o TEP 116 isn't; that's the Active Message HIL, and so is unaffected  
by changes to the HAL.
o TEP 119 isn't; that's the Collection HIL, and so even if you apply  
the patch, it is unchanged.
o TEP 123 isn't; it defines the CTP packet formats and logic in a  
link-independent way.
o Ah -- TEP 126, which documents the CC2420 stack, is affected. But  
that TEP has yet to come up in the WG for finalization, and so simply  
documents the code of today, rather than specify the code of tomorrow.
