I've checked in some fixes to MultihopLQI (lib/net/lqi) so that it  
responds properly to the radio being turned on and off underneath it.  
The original implementation (1.x port) would lock up in some cases. I  
updated the tests/TestMultihopLqi app so that it power cycles the  
radio aggressively and randomly. I have not yet updated the README  
for the test app. Updating the test also required a patch to TOSSIM  
such that it would return a proper error_t on sendDone if the radio  
was turned off.
