specifies if the changed() from DisseminationValue is signaled also
locally for the motes that initiate an update."

I guess it becomes easier for an application/applications on a mote to
learn about the updates in the network without having to treat
self-generated updates as a special case. Otherwise you would need a
different way to share the state between the component that is
tracking the updates and the component that is generating the updates.
