At a minimum I would have expected a need for more resource management in
the capture register case.
You need to allocate the resources first. Then trigger the measurement. And
release the resources. To prevent register overrun on small counters you
also need to get control near the message transfer.

Not at all. Capture registers could be used if you have them. Maybe
the wording need to be changed, but technically, the interfaces do
support capture registers.
