Margins are a problem when printing the HTML. They are added to the
paper's margins.
Let's just stick with the current css.

It was primarily so that web documentation could point to the most
recent version (i.e. CVS). If you want to install a cron job on some
machine somewhere that periodically downloads the .txt, builds the PDF
and HTML, and give URLs for those documents to link to, then sure, we
can remove them.
