[Tinyos-help] what's the DIFFERENT between apps/Makerules AND
tools/make ?

Dear all
I just meet some serious and weird problems.
When I use Makerules at apps directory, it works fine.
but when I use Makerules at tools/make directory by using
export MAKERULES=/opt/tinyos-1.x/tools/make/Makerules
then i go to compile any app/ source code,
there are some error like these:
$ make mica2
mkdir -p build/mica2
compiling Blink to a mica2 binary
ncc -o build/mica2/main.exe -Os -DCC1K_DEF_FREQ=916700000
