[Tinyos-help]: serial@COM9:19200 died - exiting (java.io.IOException: Port COM9 busy)

Dear all,
  Now I am going through Lesson 7 of the tutorial, and an error occured when the code going.
   
  Mine sensor is a telosb node, I installed the apps/TOSBase code into it, 
  and then start SerialForwarder with command:
  java net.tinyos.sf.SerialForwarder -comm serial at COM9
  then start BcastInject with command:
  export MOTECOM=serial at COM9:19200
  java net.tinyos.tools.BcastInject  led_on
  but the program failed, with an error:
  serial at COM9:19200 died - exiting (java.io.IOException: Port COM9 busy)
   
  I have spent a lot time to find how to fix this problem, but failed,I am even puzzled Do I need to start Serial Forwarder when running BcastInject?
  could anyone help me or give me some advice??
