Yes - the CCA pin can be sampled independently of the CC2420 chip receiving
a packet.  Once the chip receives a packet, it notifies the microcontroller
through an Rx interrupt.  At that time, the microcontroller can read in the
received packet from the CC2420.

When the radio is switched on and the CCA checks are perfomed, is it
possible to receive a packet during this time?
