Furthermore, when you install the rpm packages, you may get some errors 
such as not having enough writable permission.
I think you need to have a administrator authority. In order to have it, 
you should enable the administrator account at "Control Panel -> User 
Accounts -> Manage Accounts -> select Administrator" in Vista. Then, 
login with administrator, try to install cygwin including rpm of utility 
section. then try to install rest of the packages.
