[Tinyos-help] RadioBackoff.setInitialBackoff(...)

I'm using the setInitialBackoff call in this event:

async event void RadioBackoff.requestInitialBackoff(message_t *msg){ 
        if(useCustomBackoffs==TRUE) call RadioBackoff.setInitialBackoff(initialBackoff);      
}

Is the value for initialBackoff now an absolute value or does this parameter define an interval from which a random value will be chosen?
