The cause of this warning is that, by default, low power communication  
is not enabled. The APIs and such are there, but they do nothing. As  
it can be hard to tell if the network is actually low power, this  
warning seemed like a good idea: it's so you know this is the case.  
There is a compile-time option to enable low power communication add

-DLOW_POWER_LISTENING

to your CFLAGs. The README for apps/test/TestLPL has example  
instructions.
