[Tinyos-help] way to prevent user applications to access hardware

Hi,

I know TinyOS assumes it has complete control over the hardware but what if
it  doesn't. What is the best way to prevent user applications to access
hardware that should be exclusively controller by standard C functions. Is
there anyway thing simpler than arbiters?
