Using Windows/Cygwin you can download the RPM package for T2 here:

Then just scroll down to where it says Install the TinyOS-2.x Source

Tinyos-2.x is completely different from 1.x, so I strongly believe that
it
would be better if you uninstall it. The easiest way, I believe, to
install it, is using the CVS repository.

ps.: I have no idea of how to use it on windows, even because I never
used
cygwin.
