[Tinyos-host-mote-wg] [Tinyos-2.0wg] BusArbitration vs. Resouce

It looks like a bit of the AVR code is still in terms of the  
BusArbitration interface rather than Resource. Changing this for the  
coming release isn't worthwhile, but we need to make the switchover  
as soon as pre goes out.
