[Tinyos-host-mote-wg] [Tinyos-2.0wg] Tagging done

Ben and I finished up the serial stack on Friday, and I tagged  
everything. It looks like we're good to go with the release schedule  
of Monday for internal, Wednesday (or was it thursday?) for external.

One thing we're going to need is a document that tells you how to get  
things working. Little things like installing the new ncc, compiling  
java code, etc.

I've checked in TEP 110: Service Distributions and TEP 111:  
message_t. Ben and I need to write a TEP 112: Serial Communication.
