[Tinyos-host-mote-wg] [Tinyos-2.0wg] "upgrade to tinyos 2.x" instructions

After thinking about it, I thought that right now we need a "here's
how to upgrade from tinyos-1.x to  tinyos-2.x"  rather than a "here's
how to install tinyos-2.x from  scratch"  so I wrote that. (Of course
we'll need the former, too, but I'll write that later). Perhaps this
document will morph into that .. I'm not sure.

The document is in 2.x/doc/upgrade-tools.html.
