There are implementations of BlockStorage, and I think Jonathan has
been working on the other two (Config, Logging) or the telos rev. B.
Because we don't have full implementations, or many apps using them, I
think it's too early to revise/revisit tep 103.

The sensorboard TEP should probably be "released" along with the A/D
tep. FWIW, I don't think the lower-level Atmega128 ADC HAL is
finished/correct yet.
