[Tinyos-host-mote-wg] [Tinyos-2.0wg] ncc and OSKI

ncc seems to be behaving well now. Thanks for getting that fixed  
quickly, David!

I've been able to get a trivial sub-OSKI app up, that just  
periodically sends a message and blinks when it receives a message.  
This involved getting active messages up and running and fixing a  
mistaken assumption on the CC1000 radio packet upcall.

I'll get started working on services next. Now that the packet layer  
is working, the rest should fall into place pretty quickly.
