[Tinyos-host-mote-wg] [Tinyos-2.0wg] tools, support directory layout

The new 2.x layout is as follows:

tinyos-2.x/tools:
  What goes into the tinyos-tools RPM. There will be a top-level
Makefile. This directory will not be included in the tinyos RPM (i.e.,
not in releases or in snapshots - users of that environment will
depend on the tinyos-tools RPM version of this stuff).

tinyos-2.x/support:
  The stuff you need to compile, run TInyOS apps.
  subdirectories:
    make: the make system
    sdk: PC-side development tools, organised by language
      java
      C
      ...

There's a sourceforge request out there to move tools/make to
support/make. Should happen one of these days...
