For what it's worth, the Programming Manual that Vlado asked about is
in beta/ProgManual.

I only mention this as follow-up to the question asked in the meeting,
not to start a discussion about whether a traditional programming
manual should be one of the documentation projects to be tackled now
or ever. The docs/tutorial working group is the appropriate place to
prioritize what documentation the community needs now, and what format
that documentation is best developed and presented  in (latex
manual/html/wiki, etc.).
