Yes. Some TEP authors have not bothered to markup their documents  
properly. I occasionally go through and try to fix them. You should  
feel free to commit changes to make them look right without asking  
anyone.

Yes. It is almost certainly well out of date. It is a direct (with  
some modifications) pull of a document David G. et al wrote for 1.x  
in order to give some guidelines for people who want to introduce new  
sensor boards (e.g., the UCLA board).

I think that once we mostly figure out power management, our #1  
priority should be to start revisiting each of the TEPs one by one  
and putting them in order.
