[Tinyos-host-mote-wg] [Tinyos-2.0wg] spec file locations

Just for the record:

- the 1.2 external (not written by us) support tool specs which are
used for both tinyos 2.x and tinyos 1.x are in
tinyos-1.x/tools/release/external-tools.
- the 2.0 tinyos/tinyos-tools specs (tools written by us) are in
tinyos-2.x/tools/release
- about the msp430 specs: I checked in kevin's linux-only versions as
the original versions and the multi-platform versions on top of those
- with the exception of the msp rpms, the other compiler tools
(gcc/libc/binutils) are folded into one rpm each (i.e., gcc.spec,
libc.spec, binutils.spec) so that you can choose between xscale/avr
targets and between linux/cygwin development platforms; this wasn't
brain surgery -- the point is that many of the old spec files in the
tools/release/[windows,linux] directories are obsoleted and removed.
